Staggering and coverage policy
Gaps and overlaps can't all be removed, so the plan decides where they go. Stagger shifts the seams of plies with the same angle so they never stack, and the shift only helps up to a point: seam positions repeat every course width. At edges, a coverage policy chooses gap or overlap.

The ninth. One tow width at a time, there are eight positions inside a course. The ninth ply has run out, and lands where the first one did.
