Infrared heats a skin
An infrared lamp can rescue a cold substrate, but it heats only a thin surface layer that the cold bulk soon pulls back down.

About 0.45 millimetres. The spot sees the lamp for 1.25 seconds. That soaks heat in under half a millimetre.
