More resin, fewer voids
Voids are air trapped between bands. Pressing each band onto a resin-rich surface pushes the air out through the resin ahead of it; on a dry surface the air has nowhere to go. The excess resin is squeezed out and bled off.

So, does adding more resin make voids worse, or better?
Better. As long as the excess is squeezed through and bled off. The final fibre content comes from the squeeze, not from starving the layup.
