You can't hoop-wind a steep cone
On a cone of half-angle β, part of a hoop's squeeze points along the surface toward the small end. The hoop stays put only while μ > tan β; at μ = 0.15 the limit is about 8.5°.

No. Tan 15 degrees is 0.27, nearly double the friction available. At mu 0.15, the steepest cone you can hoop-wind is about 8.5 degrees.
