The friction budget
A taut fibre presses into the surface with T·k_n and is pushed sideways with T·k_g. It doesn't slip while |k_g| ≤ μ k_n. Friction is plentiful where the fibre presses hard (near hoop, small radius) and absent on flats.

Can friction steer a fibre across a flat end plate?
No. On a flat plate, the fibre doesn't press into the surface at all. Its normal curvature is zero.
