Hydrogen at 700 bar
A 700 bar hydrogen tank is a Type IV (plastic liner, metal boss, thick carbon wall) or emerging Type V (no liner). Its burst pressure must be about 2 to 2.25 times the working pressure depending on the standard, because what limits it in service is pressure cycling and long-term stress rupture of the fibre, not one overload.

A carbon hydrogen tank needs a burst pressure more than twice its working pressure. Why so much?
Not to survive one overload. To survive years of filling and emptying, and years of just sitting full. Carbon held at high stress for long enough can break without any extra load.
